A lift was a device used to vertically transport people or goods between the levels of a building.

On Earth

In 1930, Martha, Frank and Tallulah defended the top floor of the Empire State Building from pig slaves approaching by lift as the Tenth Doctor attempted to pull off dalekanium strips from the top of the Empire State Building. (DW: Evolution of the Daleks)
