The Rackateen Family were a family of Raxacoricofallapatorians who were cousins to the criminal Slitheen (DW: Boom Town) and descendants of Colonists on Clom. (WC: Captain Jack's Monster Files: Slitheen)
They had been involved in criminal dealings in the past, but they kept this a secret from their people, as they knew that if they found out they would be exiled and hunted down. (DWF: Doctor Who Files 3: The Slitheen)
