Solomon was the leader of the New York City Hooverville. He was well respected by its residents.
Biography
Solomon served in the American army during World War I.
Solomon and his men were offered a dollar a day by Mr. Diagoras to go into the sewers, only for them to be taken away by Pig slaves for the Final Experiment. Solomon was lucky enough to escape an ambush with the Tenth Doctor and Martha Jones before returning to Hooverville. Later, he led the occupants of Hooverille in defence against the Daleks.
As they failed to halt the attacks of the Cult of Skaro and were surrounded, Solomon tried to negotiate with the Daleks, but Dalek Caan promptly exterminated him in front of the shocked civilians. However, his speech inspired Dalek Sec and caused him to realise that the Daleks were wrong about humans. (DW: Daleks in Manhattan/ Evolution of the Daleks)
