Indira was the leader of the Indian Space Agency during the 24th century. She contacted the Doctor in 2367 for his assistance when a spaceship (later determined to be the Silurian Ark) was hurtling towards Earth. On her orders, missiles were fired at the Ark; however, due to the Doctor's efforts the missiles struck the ship of Solomon, a space pirate who massacred the Silurian crew and passengers of the Ark.
