Doctor Barclay was the lead civillian scientist stationed at the Snowcap South Pole Base. He was responsible for coordinating manned missions in to space such as atmospheric testing probes.
When the planet Mondas approached Earth in December 1986, Barclay and his team made an unsuccesful attempt to save the stricken space capsule Zeus IV from the new planet's gravitational pull. Believing that the Snowcap's military commander, General Cutler was misguided in his decision to fire the deadly Z-Bomb at Mondas, Barclay collaborated with the Doctor's companions, Ben and Polly to sabotage the launch. When the Cybermen took control of Snowcap, Barclay was forced to remove the Z-Bomb from the rocket warhead. With Ben and fellow scientist Dyson, Barclay used radiation to repel the Cybermen. With General Cutler dead, Barclay took command of Snowcap.
