Highness (The Human Factor) was the leader of Guria. He laughed when he got nervous and was almost exterminated because of this. He reviled in annoying the Daleks. When the Earth Alliance attacked Guria he was exterminated to try to stop the rebels. (AUDIO: The Human Factor)
