Zakar was a wealthy Gallifreyan who offered a prize for advances in time technology, the Zakar Price for Advancement in the Temporal Sciences. (AUDIO: Evolution)

He later argued with Supreme Leader Romana about appeasing the Outsiders and wanted parts of Gallifrey. He was certain that she was not the Romana whom he had once known. He was very well known amongst Gallifreyans.
