Indira was a leader of the Indian Space Agency during the 24th century. In 2367, she contacted the Eleventh Doctor for his assistance when a spaceship was hurtling towards Earth. On her orders, missiles were fired at the craft; however, due to the Doctor's efforts the missiles instead struck the ship of Solomon, a space pirate who massacred the Silurian crew and passengers aboard the ship.
