Though the way it's presented in ''Journey to the Centre of the TARDIS'' (including, I'd argue, directly contradicting the TARDIS needing a means of recharging in ''Boom Town'' and ''Utopia'') is a little problematic, the two sentences themselves aren't really in conflict. Traffic Control after Journey to the Centre of the TARDIS (TV story)
Edits are likely to spike during the next couple of days. Just a heads up to admins and moderators to keep an extra eye on this page due to the content featured in the TARDIS ep. The BBC official guide to Doctor Who confirms this, and states that, following the destruction of Gallifrey, the Doctor's TARDIS now powers itself with the energy from time rifts. The Eight Doctors explains:

- To expand a bit more on why I removed it, though the phrase "Eye of Harmony" appears exactly zero times in Boom Town, it's kind of inferred from it that, as the "official guide" says, the TARDIS didn't use the Eye and only powered from time rifts, but then we actually see it eight years and a production team change later in Journey when Gallifrey is still gone and the Time War is mentioned something like three times that year.

These somehow have to be reconciled:
