Educator Balan was a Dulcian who regularly led academic explorations onto an island used in the past for atomic testing. He encountered the Second Doctor, Jamie and Zoe after the TARDIS materialised on that island on Dulkis.
He, Kando Teel, Zoe and the Doctor were forced by the Dominators to clear rubble from a drilling area. He was killed to force the others into revealing who had attacked the Quarks. (TV: The Dominators)
