The Ke Chedani were an insatiably curious species. As of 2594, they were a space-fairing species. They had also discovered Ikkaban artefacts and were attempting to learn new technology from it. Though mathematically capable of using the Ikkaban principles of time travel, they didn't have the technology to produce the energy.
