Zygon High Command was the ruling body of the Zygons. Following Operation Double, Jemima and Claudette were the Zygon High Command. They were later violently overthrown and replaced by a radical Zygon faction which sought to usurp humanity, with Bonnie, who took the form of Clara Oswald, taking over the leadership of the High Command. After Bonnie decided not to detonate the Osgood Boxes, the Zygon High Command turned to good again. (TV: The Zygon Inversion)
