The World Zone Authority was the successor to the United Nations on Earth in the early 21st century. Nations were grouped into Zones answerable to a World President, headquartered in the UN's old New York building. Each Zone had its own Controller but a centralised security agency had jurisdiction over the whole body, and visas and passes were needed to move from Zone to Zone. Rockets had replaced planes: the Australia-Hungary flight took two hours. (TV: The Enemy of the World)
In 2018, the planet was suffering food shortages and the scientist Ramón Salamander gained influence for solving the problem; grain was increased by his sun-catcher technology in Canada and Ukraine. Secretly, Salamander was power hungry, murdering politicians to allow his own trusted officials to take top jobs in the government. He gained direct power over the Central European Zone through use of "natural" disasters he created, discrediting one Controller who hadn't heeded his "warnings". This plot was discovered and stopped by the Second Doctor. (TV: The Enemy of the World)

- Controller, Mikhail Assevski. Assevski was a former Olympic Marathon-Swim Gold Medalist but found drowned 100 metres offshore in Lake Baikal.
- Central European - centred on Hungary, led by Ramón Salamander
- Former Leader: Alexander Denes (arrested and killed by Salamander)
- Former Second-in-command: Fedorin (killed by Salamander)
