Kelsa was an acquaintance of DI Patricia Menzies, and an alien. He could sense disturbances in time. He could detect the unresolved Paradox surrounding Charlotte Pollard and hurt to look at her. He told Charley that she should tell the Sixth Doctor the truth. He was later found dead having falling down the stairs, by being to close to Lish. (AUDIO: The Raincloud Man)
