Kelsa was an alien and an acquaintance of DI Patricia Menzies. He could sense disturbances in time. He could detect the unresolved paradox surrounding Charlotte Pollard and felt pain merely from looking at her. He told Charley that she should tell the Sixth Doctor the truth. He was later found dead having falling down the stairs, by being to close to Lish. (AUDIO: The Raincloud Man)
