Khalil Benari was the Prime Minister of Kebiria in the 1970s.
When Sadeq Zalloua discovered the Xarax, Benari ordered him to use them against the Giltean separatists. He asked the Third Doctor to help when the Xarax started attacking Kebirians too. He was later shot killed by Vincent Tayid after the Xarax hive was destroyed by UNIT. (PROSE: Dancing the Code)
