Hammurabi was a king of Babylon, who descended from a long line of Babylonian rulers. He had a beard tangled with knots and beads.
When the Ninth Doctor tracked a Starman to Babylon, Hammurabi believed the Doctor to be a sorcerer and fearing magic, he ordered the Doctor's execution without first allowing him to defend himself against the charges. Ali saved the Doctor and turned on Hammurabi, almost killing him in a Karkinian rage. (PROSE: The Beast of Babylon)
