Todd Hulbert was the founder of Hulbert Logistics, which he created after performing a "hostile takeover" from the operation's original alien creator. He employed the Headhunter to find Lucie Miller. (AUDIO: Blood of the Daleks) He got annoyed at her fee after it took a while for her to capture Lucie because of her travels with the Eighth Doctor. He told the Doctor of his operations thinking he was a client. He was killed by the Cybermen on Lonsis. (AUDIO: Human Resources)
