Bess Carstairs was the mother of Jake and Vienna Carstairs. She was also the wife of Brian Carstairs with whom she co-owned a hotel. She was invited to the Chelsea 426 flower, show she and her children went. But her husband could not go, instead the Doctor who was a guest at their hotel went with her.
