Winter was the only city on a cold planet. Its people were visited by a small number of Daleks, including the Ambassador, who promised to bring them food if they built more Daleks.
The people did this for centuries before a rebellion was caused by the death of Human Dalek Kenrik Vost at a Dalek's metaphorical hands.
