Gaius Majorian was the Grand Marshall of Winter.

Majorian was the descendant of the original pioneers who settled on his home planet and established the City of Winter. His ancestors were kidnapped and tortured by the Daleks. One of them offered to lead his people to assist the Daleks in servitude, in return for homes, jobs and food.

Two centuries later, Majorian inherited the title of Grand Marshall and continued the deceptive "alliance" between the people of Winter and the Daleks, together with his security chief, Jacklyn Karna. He regularly met with the Dalek representative, the Ambassador, as his people mass-produced Daleks that were transported off-world to fight in their frontier wars and expand their empire. Majorian never told them about this.

Majorian gave a speech at the graduation ceremony before sending the latest graduates off to the scientific research centre. When the First Doctor, Vicki Pallister and Steven Taylor arrived in the city, Majorian noted their reaction towards the Daleks. He made plans to get rid of them before the travellers exposed the Daleks' true nature and put his own position in jeopardy.

In the end, the workers of Winter found out about the Daleks and engaged them in armed revolt. The Doctor convinced Majorian to tell the truth about the Daleks and call for a general uprising. As the Daleks were driven out of Winter, Majorian intended to take charge but demanded that the Doctor and his companions leave the planet lest they reveal the truth about him.

Back in his palace, Majorian was confronted by the Ambassador and Karna. The Ambassador killed him for his betrayal and appointed Karna in his place, tasking her with ending the uprising. (AUDIO: The Dalek Occupation of Winter)

Majorian was, above all else, interested in his own well-being. As Grand Marshall, he was one of the only people made privy to the Daleks' true nature and knew to be scared of them. Nevertheless, he saw his cooperation with the Daleks as beneficial

As such, Majorian lived a life of relative comfort and conducted himself with an air of flippancy. He spoke of most things, from the history of Winter to the Dalek occupation, as it they were unremarkable, tedious or minor inconveniences. He expressed worry about very minor things, such as his greying hair, ill-fitting clothes and his need to shave ahead of a public appearance. The Ambassador was named such by Majorian simply because he found it amusing.

He was not totally heartless and occasionally showed faint glimmers of compassion. He sold Vicki out to the Daleks but had grown frond enough of her to request she have a quick death if they decided to kill her. His acquiescence in the Dalek occupation also stemmed from the belief that his people's continued enslavement was the only way to ensure their survival.

Ultimately, however, even when he the Doctor convinced him to turn on the Daleks, it was a decision Majorian made primarily because it suited himself to do so; with an uprising already underway, Majorian was confident he would be killed by his own people if it was revealed that he knew the Daleks were evil all along. He took charge of the revolution and saw himself as an indispensable figurehead of his people.

Even then, Majorian tried to play it both ways. As the battle at the research centre raged on, the Ambassador confronted Majorian over his betrayal. Majorian showed little concern for the Dalek's reappearance and bluntly replied that he only turned against the Daleks to save his own skin.
