Palare (pa-lar-ree) was the language developed and used by carnival people and other travelling entertainers. Vorg spoke palare to the Third Doctor (TV: Carnival of Monsters) and even Ace could understand parlare swears. (PROSE: Love and War)
Jacquilian and Sanki spoke primarily in Parlare. Mike Yates, Alexander Shuttleworth and Forgwyn could also speak it, and Bernice Summerfield was fluent, considering it "basically what her mates spoke". (PROSE: Happy Endings)
It should be relocated at Palare because they are the same thing.

The Polari or Polare was a method of speech developed in the carnivals of Earth. It spread out from there.
When Vorg spent time on Earth, he picked up some of the Polari. When he met the Third Doctor, he believed he was also a showman and attempted to speak to him using the Polari. (TV: Carnival of Monsters, PROSE: Doctor Who and the Carnival of Monsters)
