The seventh issue of the Doctor Who DVD Files - "The Ultimate Build-up Doctor Who Encyclopaedia" had a cover date of 8 April 2009.

- Each issue came with a DVD release covering two episodes.
- Reversible DVD sleeves enabled the collector to display one of two designs featuring either the Doctor and his enemies or his companions.

- The Doctor and Captain Jack save Rose from the Daleks only to meet the Emperor of the Daleks who also survived the Time War. Sending Rose back to her own time, the Doctor must decide whether to destroy the Daleks at the cost of humanity or let them take over Earth.
