Odessa Smith was Mickey Smith's mother. She had been friends with Jackie Tyler since the 1980s, when they began going out with Sarah, Suzie and Bev, as the Wednesday Girls. (PROSE: Rose)
According to Rose Tyler, Odessa "couldn't cope". Mickey's father Jackson Smith stayed around for a while but "just sort of wandered off", meaning Mickey was raised by his grandmother, Rita-Anne Smith. (TV: Rise of the Cybermen)
