Zavarim L. was Mars's Minister of Space Defence during the Dalek invasion of Mars. He authored the Dalek Defence Drill, a poster instructing citizens on what to do to survive the Daleks, which he personally signed and scrawled "Good luck!" onto. (PROSE: What To Do If A Dalek Attacks You!)
