:: If this isn't brought up again in a future story, I'd wager it's intended as an explanation for the way that (as some perceive it) the Master became almost like a parody of their original self introduced in ''Terror of the Autons'' as time went on. Ultimately, of course, what matters is what happens in the story, but Sophie Iles, the author of the story, clarified on twitter that the Master did not regenerate at the end of the story, as the Master himself clarified "regeneration wouldn't fix his problem" (said tweet is here).
