(Close, but not quite! Though not seen, the Daleks are *present* in the TVM's opening, and their actions are essential to the plot. They're also essential to the story of "Army of Ghosts", since they built and piloted the Void Ship — indeed, they're technically physically present in every scene with the Void Ship in it, which is designed as a great big Dalek bump. (Plus, we list two-parters as such elsewhere in the table, acknowledging each as a single "story"; it'd be weird to split this one.))
