Valyes was a member of the Chancellery Guard on an alternative Gallifrey. He was made a slave to replace the ones he had killed when recapturing. He helped in Leela's emancipation of the slaves. (AUDIO: Forever) During the talks with the mining guild, he was an envoy for the outsiders - the group of the freed slaves.
