Conjectural rename
The idea that, if he were a character from an outright non-DW-related series, we would cover him at Minister of Chance with a {{conjecture}} tag is a fair point. But the thing is, uhm, where would that leave the current version of "Minister of Chance"? Surely we don't want a Tannis scenario where the brunt of the information the character is actually relevant for in the real world (invalid or otherwise) has to be pushed off into the "Behind the scenes" section… Would you have us move the current Minister page to, what, Minister of Chance (Death Comes to Time), to match Seventh Doctor (Death Comes to Time)?
