The Big Brother House was the setting of game show Big Brother, serving as the home of the housemates. Following Big Brother 504, in which all the housemates walked out, a deadlock seal prevented housemates from leaving the house.
By the year 200,100, there were sixty Big Brother houses running perpetually and simultaneously aboard the Game Station; apparently, there had been more houses at some point in the past until the show was forced to "cut back". Everyone on Earth was a potential housemate, the transmat beam picking them at random. Housemates were routinely nominated for eviction, with those who lost the vote being seemingly killed by a disintegrator beam, leading the Ninth Doctor to brand the Big Brother House as a "charnel house". In reality, the evicted housemates, along with all those who lost aboard the Game Station, were in fact transmatted to the hidden Dalek fleet for processing into Daleks of human origin. (TV: Bad Wolf)
