The Time Lords were the species that the Doctor of the Unbound Universe belonged to. They were the rulers of that universe until being wiped out in the Great War.

History

The Doctor recalled how a great ruler on one planet decreed that "no-one need ever truly die", giving his people the ability to "renew their bodies and their minds", and if they grew tired of life their "spirits" could "wander in the Garden of Souls". The people of this planet became the rulers of time and space and were known and feared by all the races in the universe. (AUDIO: The Library in the Body)
