Commander Steg was the leader of the Sontarans invading the Tiger Moth. He wore a distinctive gold helmet.

Steg led the Sontarans in their search for a Rutan hiding in human spaceships. (PROSE: Shakedown)
Invading the Tiger Moth, Steg encountered resistance by Captain Lisa Deranne and Kurt, so he convinced them they would not be harmed if they assisted in killing the Rutan, though he had no intention of honoring his bargain, even killing Nikos himself when the young man tried to shot him.
