Dashrah was a planet protected by the Galactic Heritage. The original inhabitants, the Dream Spinners, disappeared in mysterious circumstances.
Parking, an artificial planet used as a spaceship park, was built "next door" by the Galactic Heritage. In order to avoid disturbing Dashrah's ecosystem, tourists were required to park their spacecraft on Parking during visits. Teleports were provided as transport to and from Dashrah.
When hostile action escalated on Parking, and those trying to flee were blown up on takeoff, Melanie Bush managed to teleport all remaining customers to Dashrah. This left only the Tribes of the Lost, the Wardens and the TARDIS travellers still on Parking itself when the Galactic Heritage arrived. (AUDIO: The High Price of Parking)
