Named Rogue Angel by the Thirteenth Doctor, the Weeping Angel Claire Brown came to know as "her" Angel, was an instrument of the Division until it ran away, containing within itself a complete record of the Division's history. This included the memories extracted from the Doctor when they were retired from the Division and returned to child form.

It hid inside the psychic Claire Brown in the 1960s and lured the Thirteenth Doctor to her, commandeering the Doctor's TARDIS after taking form. The Angel's ultimate plan was to offer up the Doctor to the Division's Extraction Squad, as a higher-value target than itself, in order to avoid capture.
