Cowley was part of the Galactic Heritage force on Parking. She was the head warden and was told by her superiors that she needed to stop the Free Parking rebels. She told Melanie Bush about the Free Parkers. She was worried when the free parkers started causing explosions. When the spaceship uprising happened she declared a truce between the Tribe of the Lost and the Wardens. (AUDIO: The High Price of Parking)
