Zelanda was the leader of an Ice Warrior fleet. The Second Doctor thought that she was some form of royalty given how her armour was more lavishly decorated and she was less militaristic. She had duped Sheena Flynn that they were refugees, but her intention was to reclaim Mars and become the leader of the Ice Warriors. She had employed a mercenary fleet to do this.
