It's not a comic created using the finished Comic Creator and released on the BBC website as promotion; it's packaged in with the Comic Creator itself when you download it (and expansion packs to it). It was never publicly available for free; you have to buy the Comic Creator expansion packs to read it in full. It's a lot more like Daleks Invade Zaos or the Sweet Cigarettes Dr. Who and the Daleks short stories than the BBC Writers' Comics.
