The Quantum Possibility Engine was a device created by Josiah W. Dogbolter by combining Time Lord and Speravore technology. The Time Lord technology was obtained from the Doctor's TARDIS, which came into Dogbolter's possession via Melanie Bush. He used it to manipulate time so that he would become the President of the Solar System.
Dogbolter made use of a dimensional stabiliser, a temporal manifold, a retrofitted reality gate manipulator and a Sperovore possibility tracker to create the device.
It made time programmable so that it could manipulated at whim, overriding any individual's choices, and creating a new timeline. These time manipulations came to the attention of Narvin of the Celestial Intervention Agency. (AUDIO: The Quantum Possibility Engine)
