Kaixa was an Ice Lord from the planet Mars. He disapproved of Empress Iraxxa's direction with taking the Ice Warriors to Peladon peacefully. He used the Fourth Doctor's arrival with Sarah Jane Smith and Harry Sullivan as an opportunity to attack Iraxxa and blame them in order to take over Mars for himself.
