Mayor Sedgefield was Mayor of Chelsea 426, a planet which was a colony of the Earth Empire. When he was in power it was when the Sontarans and the Rutans invaded the planet. He did though survive the attack but a lot of his population was lost. (NSA: The Taking of Chelsea 426)
