The rank of section leader was held by some Time Lord soldiers during the Last Great Time War against the Dalek Empire. Chapters of the Dalek Combat Training Manual that dealt with Martix extrapolations of the Doctor's future were only permitted to be read by section leaders, but even then some information was redacted for confidentiality reasons, especially information that had to do with the end of the War.
