It should be relocated at First Doctor because the description of the Doctor in this story is pretty clearly just meant to describe the First Doctor.

An incarnation of the Doctor worked on behalf of the Time Lords. He was characterised by "thumb-tucked arrogance" and had a "harsh, angular face".
On one occasion, he interrogated an entity that destroyed countless lives because it perceived time backwards and tried to save the species from devolving. (PROSE: From Eternity)
