Fiona McCall was an historian. She ran an historical society and told the Ninth Doctor about the burryman. She was Sam Bishop's girlfriend. She liked investigating the surrounding history. She said that she was routed to this place and that's why she wouldn't travel around the world with him as he was posted. She told the Doctor about the local history. She didn't like the fact that Alistair Gordon Lethbridge-Stewart wanted to erase the memories from the Forth Bridge. She encountered Kreel. (AUDIO: Way of the Burryman) She realised that the Cybermen in the Forth Generation were created from the same materials as the bridge. She became controlled by the cybermen, but her emotional connection to Sam overruled it. She was converted into a Cyber-Planner but not fully converted. The memory arc the Doctor had briefly re-engaged her true memories. The Doctor used her memories of the way of the burryman to connect the humans the cybermen had converted. She over-ruled command to create an exodus. She decided to give the memories back to the cybemen if they agree to. Sam met with her but she started to loose her memories.
