Milton was a Human female who lived in Cardiff in the early 21st Century. She got her goons to kidnap Toshiko Sato's mother and forced Toshiko to make her a sonic modulator in exchange for her mother's life. She was captured by UNIT. This also caused Toshiko to be captured by UNIT. (TW: Fragments)
- The exact reason she wanted/needed the sonic modulator is currently unknown.
