Forester was a businessman whose career fortunes were directly tied to the hasty government approval of DN6.

As a non-scientist however, he failed to grasp the significance of the negative impact DN6 would have on the environment. Thus, when Arnold Farrow told him that DN6 was too lethal to be produced, he considered it a bureaucratic roadblock to be overcome, rather than a good-faith objection. Forester therefore killed Farrow, then doctored his report to give the insecticide an approval. His crimes were exposed and he was arrested by Bert Rowse. (DW: Planet of Giants)
