The commander of an army division owned by Henry van Statten remained at the Vault for defence purposes with the rest of the division.
When van Statten's Dalek escaped from the Cage, the divisionant tried to stop it, with help from the Vault staff.
The Ninth Doctor told him that he could blind it by shooting it's eyepiece, but the commander claimed it would be easy to bring down "one tin robot". He opened fire of the Dalek, whick shot a point that activated the emergency fire hydrants.
