Strood was a housemate alongside Crosbie and Lynda Moss in the Big Brother house that the Ninth Doctor was transported to. He refused to go with the Doctor and Lynda when they escaped and was most likely exterminated when the Daleks invaded the Game Station. (DW: Bad Wolf)
The Big Brother website listed his home as Torchwood, implying the Institute to have evolved into a sovereign state by the 20,000th century.[1]
