President of the High Council

The Lord or Lady President (or President of the Council or simply President) governed the High Council of Time Lords, making him or her the holder of the most powerful office on Gallifrey. Lady President Romana often used a full title of President of the Supreme Council of Gallifrey and all of her Dominions. (BFG: Gallifrey)

The ceremonial privileges of the President included access to the APC Net by means of the Matrix Crown (DW: The Invasion of Time) and the possession of the Sash and Rod of Rassilon (sometimes also called the Key of Rassilon). (DW: The Deadly Assassin)

The President also had the formal responsibility, not attempted in reality, to seek the Great Key of Rassilon (a separate artefact from the Rod of Rassilon, also sometimes referred to as the Key of Rassilon). (DW: The Invasion of Time)

The Lord President cannot be put on trial. (DW: The Mysterious Planet)

It was indicated by the Master that if the Doctor killed Rassilon who was Lord President at the time, that the Doctor could have become Lord President in his place. (DW: The End of Time)

• Greyjan the Sane was President for three days between the 2nd September 1752 and 14th September 1752. (EDA: The Ancestor Cell)
• Un-named male President (DW: The Three Doctors)

• Niroc was president during Operation Ravalox and the Sixth Doctor's (faked) trial. He was a puppet of the Celestial Intervention Agency. (DW: The Trial of a Time Lord, EDA: The Eight Doctors)
• Flavia was president for some time, then challenged and beaten for presidency by Romana. (EDA: The Eight Doctors, NA: Happy Endings) (She may have lost an election challenge to Romana, or have been deposed in a coup by another interim President before Romana was invested.)
• Un-named male President (BFA: The Sirens of Time), this President also served as interim President during Romana's imprisonment by the Daleks. (BFA: The Apocalypse Element)
