Flora was the 15-year-old maid to Lady Isobel MacLeish. She avoided being captured in the initial attack by the Brethren upon Torchwood House but, after meeting Rose Tyler, they were both captured and chained up to face the Host as he transformed into a Werewolf. Flora later helped her mistress prepare mistletoe as a defence against the creature and was still present when Rose was invested by Queen Victoria and then exiled. (DW: Tooth and Claw)
