Charlotte Wills was a CIA watch analyst and member of the Three Families in the 21st century. (TW: The New World) In contrast to her colleagueEsther Drummond, she wasn't interested in finding out more information about Torchwood. When the CIA attempted to erase Esther, and deactivated her identification card, she stole Charlotte's CIA identification and car keys in order to escape the building. (TW: Rendition)

Charlotte was either a member of one of the Three Families, or at least worked for them. She informed them that the CIA had sent an agent to follow Jilly Kitzinger and Oswald Danes, causing another family agent to shoot the CIA agent and promote Kitzinger. (TW: End of the Road) Charlotte later tried to prevent Rex Matheson from tracking down the descendents of a witness to the original incident in Little Italy where Jack's blood was originally let (in TW: Immortal Sins) after Rex speculated that their family may have married into the Families earlier in the twentieth century. She later reported Rex's mobilisation of Argentinian troops to the Families, leading to their agent killing the troops. Following this, Allen Shapiro ordered that the traitor in their headquarters be found out by new tracing software. Charlotte prepared placed a bomb near Shapiro and headed outside the office, wishing them good luck. She found the analyst they brought in and sent her to Shapiro, who arrived just as the tracer found her out and the bomb detonated.

She had a female partner who left her after Rex asked everyone to work late. The partner got their house, making Charlotte homeless. (TW: The Gathering)

Charlotte was later present at Esther's funeral, but was found out when Rex received the last transmission from Noah Vickers on his mobile telephone, showing the tracer's finding. When she saw Rex coming towards her, she got out a gun and shot Rex, before being gunned down herself by nearby CIA agents. (TW: The Blood Line)
